Turning a "No" into a "Yes"

I bought this dress in New Orleans on the spur of the moment, because I needed something cool to wear in the hot, humid weather.

I like the pattern but not the shape.  I thought I could belt it, but the pleats under the bust poof out too much.  So, instead of wearing it in the summer, now I wear it in the winter -
